Carney says the biggest Arctic threat is RUSSIA. That is a joke. RUSSIA is bogged down with UKRAINE and massively toubled and in debt. RUSSIA is a 3rd World BASKET CASE and has been fr some time. PG has been here many times on business and RUSSIA is 3rd World but for NUKEs no one would care about them.
